Penn State Harrisburg School of Public Affairs presents "Using Open Data as a Means of Public Participation in Governance through Citizen Engagement in the Budget Process." Governments are making difficult decisions on how to organize and structure representative democratic institutions for the 21st century, while at the same time, the public’s mistrust in government is increasing and its participation in public affairs is declining.

This Case Study describes the use of Open Data Budget Tool App to engage citizens in the budget decision-making process in Palo Alto, California.
